If the fan was actually forcing all the combustion products up the vent pipe, it would be a different category of appliance, would use vent pipe that doesn’t leak when it is pressurized, and couldn’t connect into the same common chimney with your water heaters. The inspector is correct, the furnaces should tie in below the water heaters. If the water heater is on when this is happening, it can loose its draft and spill combustion products until the furnace lights. It doesn’t happen in every installation, or even every time in the installations it does happen with, but it is disturbingly common. IMO, the ideal solution would be to have separate liners installed, 1 for the 2 furnaces and 1 for the 2 water heaters. At the very least, have it fixed to at least comply with the codes.

Southern California I think you can end up with something very similar to what “the Ipeman” achieved by connecting up both a tankless water heater and a standard tank water heater in series. You connect them with the tankless unit first. This would be essentially equivalent to a standard tank water heater with an increased the recovery rate or first hour rating. Another way to think of it is the tankless unit is acting as a supplemental hot water system that supplies pre-heated hot water to the tank unit.
A supplemental solar hot water system, for example, would work the same way. The unanswered question so far is how to set the thermostats in the two so one does not assume all the load. I think we will have to experiment some but my guess is that the thermostat on the first one should be set lower than the second one. This is a great question. I would tend to generally agree with Bob regarding the thermostat setting.
At the very least, lowering the maximum temperature of the upstream unit would lower the change of inadvertently generating scalding water. I would think that a tandem tankless then tank configuration would be less sensitive to the thermostat setting issue.
